The API 8200A is meant to be used as a "stand alone" unit, the 8200 is for use with the the 7800 master section only. You can indeed use the 7600's as "stand alone" units, but you can reap all of the benefits afforded you by the unit if you add them to a system with the 7800 master section. You'll be able to use the major parts of the 7600 without the 7800 like the mic pre, EQ, and compressor... but things like the aux bussing won't really be available without the 7800.
